Developing Sudan's National Youth Policy

ambitious multistakeolder efforts that are yet to bear fruits

Context

In 2018, the Government of Sudan requested the technical support of UNESCO in the formulation of a national youth policy with the effective meaningful participation of youth and all concerned stakeholders. After meetings between UNESCO and the Supreme Council for Youth and Sports, a multi-stakeholder national youth policy team was formed, and Kamel Nabulsi (CVO of Tammey) was recruited as an international expert to advise and facilitate the policy formulation process in coordination with the national team and the national consultant.

This mission was paused in 2019, continued in 2020 then terminated because of political instability.

In 2021, UNFPA took the initiative to lead these efforts with Tammey in the same role of the international expert, but the process was interrupted again by the coup in October 2021.

Although UN agencies remained interested in supporting the development of a NYP, they were unable to work with governmental agencies due to the political situation. In response to this situation, Tammey’s experts developed a position paper containing their analysis and recommendations on how to proceed. The position paper is available here.
